House of Delegates; Criteria for the Standards are promulgated by APTA&#8217;s Board of Directors. Criteria are italicized beneath the Standards to which they apply.<\/p>\n<p><strong>Preamble<\/strong><\/p>\n<p>The physical therapy profession&#8217;s commitment to society is to promote optimal health and function in individuals by pursuing excellence in practice. The American Physical Therapy Association attests to this commitment by adopting and promoting the following Standards of Practice for Physical Therapy. These Standards are the profession&#8217;s statement of conditions and performances that are essential for provision of high quality professional service to society, and provide a foundation for assessment of physical therapist practice.<\/p>\n<p>I. Ethical\/Legal Considerations<\/p>\n<p>A. Ethical Considerations<\/p>\n<p>The physical therapist practices according to the <i>Code of Ethics<\/i> of the American Physical Therapy Association.<\/p>\n<p>The physical therapist assistant complies with the <i>Standards of Ethical Conduct for the Physical Therapist Assistant<\/i> of the American Physical Therapy Association.<\/p>\n<p>B. Legal Considerations<\/p>\n<p>The physical therapist complies with all the legal requirements of jurisdictions regulating the practice of physical therapy.<\/p>\n<p>The physical therapist assistant complies with all the legal requirements of jurisdictions regulating the work of the assistant.<\/p>\n<p>II. Administration of the Physical Therapy Service<\/p>\n<p>A. Statement of <city w:st=\"on\"><place w:st=\"on\">Mission<\/place><\/city>, Purposes, and Goals<\/p>\n<p>The physical therapy service has a statement of mission, purposes, and goals that reflects the needs and interests of the patients\/clients served, the physical therapy personnel affiliated with the service, and the community.<\/p>\n<p><i>The statement of mission, purposes, and goals:<\/i><\/p>\n<ul type=\"disc\">\n<li style=\"\" class=\"MsoNormal\"><i>Defines the scope and      limitations of the physical therapy service.<\/i><\/li>\n<li style=\"\" class=\"MsoNormal\"><i>Identifies the goals and      objectives of the service.<\/i><\/li>\n<li style=\"\" class=\"MsoNormal\"><i>Is reviewed annually.<\/i><\/li>\n<\/ul>\n<p>B. Organizational Plan<\/p>\n<p>The physical therapy service has a written organizational plan.<\/p>\n<p><i>The organizational plan:<\/i><\/p>\n<ul type=\"disc\">\n<li style=\"\" class=\"MsoNormal\"><i>Describes relationships      among components within the physical therapy service and, where the      service is part of a larger organization, between the service and the      other components of that organization.<\/i><\/li>\n<li style=\"\" class=\"MsoNormal\"><i>Ensures that the service      is directed by a physical therapist.<\/i><\/li>\n<li style=\"\" class=\"MsoNormal\"><i>Defines supervisory      structures within the service.<\/i><\/li>\n<li style=\"\" class=\"MsoNormal\"><i>Reflects current      personnel functions.<\/i><\/li>\n<\/ul>\n<p>C.
